No. St.Serge still would have Raichu. You don't meet 3rd stage evolutions at that point if the game and anime follows games rules. Player himself would only have 3rd stage evolution if he overgrinded or used moonstone on nidoking (or managed to trade Kadabra to Alakazam). Gorochu was supposed ti be a surprise much later in the game. Anime wouldn't spoil it on 3rd gym.

Back in Gen1 Special Attack & Special Defense were 1 Stat it probably would have been Base 130 or something choosing to quit speeding in favor of Bulking up & becoming a Powerhouse. The anime originally claimed that was the path Raichu was taking & why it couldn't learn Quick Attack. Although Speed was also overpowered back in Gen1 because of how faster Pokemon had a higher chance of Critical Hits. Compared to Gen4 when we actually got a move that made High Speed Stats almost useless when used called Trick Room.

I would make Gorochu a legendary pokemon, make Gorochu be a pokemon that was a Raichu that was experimented on (accessible in game via interaction with a sprite/trading a Raichu for it earlier in game), or have an item given to Raichu (probably either called a thunderdrum or taiko charm). Alternatively, I'd make it a mimikyu evolution, if given an item. I've often pictured Gorochu as an electric/fire type, as a branch from Pikachu, using a fire stone or sun stone. It would have the ability flame body instead of static and drought for its hidden. It would learn flare blitz upon completion of transformation but this would be the only fire move it learns naturally. Hp:60 Atk:90 Def:55 SpAtk:95 SpDef:85 Spd:120 Total:505 Yes the total is different from Raichu, but if game freak can do it for Poliwrath's dorky little brother, then I can do it here, especially since the type combo has more weaknesses.

I think it's more important to think about Pichu not existing rather then Gorochu existing, as minor as it could be, but with no Pichu, they'd be space for one more pokemon added in gen 2, and thanks to the gold demo we know they were a bunch of scrapped mons, so without pichu we could've easily gotten another pokemon, probably a baby one. And without Pichu, we wouldn't have the notch ear Pichu event in HGSS, the event probably being given to Pikachu, we wouldn't of even gotten the Pichu Bros animation short. And most importantly, no Pichu means Melee (therefor by extension Smash Ultimate) would be missing a character, giving space for another Pikachu clone, another pokemon or just another character in general. Crazy to imagine how the exclusion of just one pokemon could effectively change so much

I think gorochu could still work with Pichu and alolan raichu if it was added because no one said gorochu has to definitely be the final stage (I know that’s how it originally was, but I don’t see Gamefreak trying to take out any Pokémon already introduced into the games, especially ones as old and as closely tied to their mascot as Pichu and Alolan Raichu.) Gamefreak could easily use gorochu as a split evolution, but was released during a different generation, like Poliwrath and Politoad.

Electric aura could be op in doubles; imagine a normal competitive gorochu and speedy pokemon with powerful discharge, it will not only get down things such as focus sash or sturdy, but also power up gorochu’s next attack, and all pf this in the same turn.

They could introduce Gorochu as a split evolution. Like, you use a Thunderstone on Pikachu to get Raichu, and you use some other stone or level up at a special place for it to evolve, like Magneton or Nosepass.

I got bored so I made a what if scenario focusing on if Gorochu was a totem Pokémon. Sophocles could be the trial captain The trail works very simply. You have to play mini game in which you play specific drum beats. When the trail starts, Sophocles will give you some music notes and point you towards the drums. The first three music sheets will be the incorrect rhythm and instead summon a elekid for the first rhythm, a Pikachu for the second and a Raichu for the third. Once you play the right rhythm, the totem cutscene begins. It will show Gorochu opening its eyes and then it leaps into the air, landing right in front of you. Gorochu will get a +2 in speed. It will have its ability electric aura with a moveset of Thunderhorn, Ice punch, and Thunderbolt. It can call in a Jolteon with Pin missile, Double Kick, and Discharge. It uses Discharge mostly to activate Gorochu's ability. It can also call a Rotom Wash which has Hydro pump to defend Gorochu from ground types, And the Hex-Thuder wave combo for obvious reasons. I think Gorochu has the possibility to be a threatening Totem Pokémon but leave suggestions in a reply plz

I thought of a possible way of adding gorochu, as an exclusive kanto evolution, that only native kanto raichus can evolve with a new evo item in a very specific way (say like level up holding a thunderstone (or new item) with max happiness in a very specific spot in kanto at a certain time of day...?) It sounds extremely complicated but that would be the charm of it (kinda like feebas back in gen 3)

Since we're talking about a possible gen 1 pokemon that got scrapped, I would go with this spread: HP:75 Attack: 120 Defense: 80 Special: 105 Speed: 110 I would keep Thunder horn as Gorochu's signature move, only thing missing now is typing...
