If Raditz shows up how Vegeta and Nappa did, Gotham is wiped off of the map before Batman gets to suit up in plot armor. If Raditz shows up and is giving Batman enough time to study him, he's done. With his tail being a weakness that Batman can exploit, he loses on that front.

Fun fact: Earth is considered a Small Planet. And Dragon Ball Earth is smaller than Earth because it's mountains are getting haircuts from past Ki users like Roshi. I mean, the power of some of Batman’s suits is just stupid, so I think based on that alone he could win. A mech suit where each knuckle on the suit contains a miniaturized red dwarf star for mass and energy (and also to screw with Superman I think), for example. It would take like 5 seconds for Batman to figure out his tail weakness once the battle began and he fought him for a little bit. I would have to give it to the concept of Raditz just nuking the city without a second thought from orbit, but considering Batman has to prepare on the daily for aliens from space just showing up and ruining his day I think it’s smart to assume Batman knew he was coming as soon as he entered the solar system lol. At which point, he would already be ready to fight first thing before he can get in any position to just casually nuke Gotham before Batman’s ready for him. Raditz is also super arrogant, so he would get picked apart by Batman in a fair fight.

I'll assume the comparison is to Gotham from the comics (the other versions will be very unfair to the DC verse). Raditz would be easily defeated by the big guys (Batman with preparation, Superman, Supergirl, etc.), but at the very least all of Gotham would be destroyed in the process. There is nothing without BIG superpowers that can affect Radltz. Even worse with his speed. For those who say Batman could take him down in melee without his robots. No he can not. Radltz was softened by the grip on the tail, it is true. But they forget two factors. One, who grabbed him by the tail was Goku (another moonbuster), hundreds of times stronger than Batman's maximum physique in full suit. Two, it was a bluff by Radltz to make Goku lower his guard and defeat him, because at any moment he could tear off his tail (as happened with Goku as a child, he realized it and that's why he gave him a complete Nelson the second time). Also, another thing that would be problematic is Radltz's scouter. He *would* know about Superman and the others upon arrival. Maybe that will make him leave as soon as he comes, he could even warn Frieza (who is still weak against the DC comics, but you know what he does every time he is surpassed: blow up the planet).

Ki users do have another significant weakness. They can be surprised/let their guard down. It's how Goku was wounded and nearly killed by a standard blaster bolt. Batman could also use that to his advantage if he has the time to figure it out. No comment on who I think would win or lose, just putting that out there as I didn't hear it mentioned - though I may have missed it was just listening in the background. Good question to consider though.

Batman only "reacts" to Wonder Woman, Superman, and the Flash through more or less plot making them not use their speed or not using it well. They have all moved faster than he can think before, even those like Shiva and Cass who are statues to them repeatedly done so. He can't normally do that with his normal capabilities. In this scenario; Raditz blitzes him into paste just like anyone with superspeed "realistically" would.

When a character with zero superspeed reacts to one who does, why would you possibly use that as evidence he could react to speedsters or the like when it's clearly PIS? You would need to ignore the vast majority of instances when they didn't happen, then reason how someone with a fraction of, to massively faster than light, is somehow not jobbing when someone like Batman reacts to them.
