Your right also Franky might not make it since he burned plutons blue print after luffy every crew member relied on those before them although luffy has a slim chance of entering because they already don’t like garp but keep him because they don’t want a bad reputation So if Luffy were to join the marines under garp’s protection and try to change their sense of justice that would create the bad reputation they didnt want as they would be seen as the bad guys but luffy would be the good guy With that they’d have no reason to keep Luffy or Garp so there’d be no chance for the crew to join
