Building cities in the Moon can be a possible scenario, but in this case, it will take a lot of research into this.

Cities on the Moon would need counterparts on the other side. This would allow for those who preferred a sunny side; it also would allow for constant solar production regardless of the lunar position. Our cities would use local lunar soil for the basic building blocks as well as oxygen for us and our needs. All cities would need underground redoubts for threats from meteors (with no atmosphere to protect), solar storms, etc.

Getting access to space resources would end the need for mining or refining, raw materials or energy production down here, and NEA resources would end any budgetary restrictions for any nation/group and the world. We could remove all heavy industry down here except for terraforming: "geo-engineering", to remove the damage we've done. There's nothing living on the Moon or NEAs, and biodiversity down here is arguably the most precious thing in the universe. Our course seems clear, if we don't go extinct next week or when the oil runs out. If we had access to the resources of the inner Solar system we cold not only survive but thrive during +6 degrees C warming or an ice age, or Yellowstone. No new inventions needed to start according to the NASA Ames 1970s space settlement studies. Cost like many other large infrastructrure or industrial developments down here. Much less than a small oil war.

Isaac Azimov said that at some point in the future, for most of human history, the word "ship" will have meant spaceship. Freeman Dyson said there's no reason why we shouldn't live on past the death of the Sun. Of course it won't be _us_, doing it, or harnessing the Sun and preventing it from turning into a red giant (see Star Lifting), and terraforming the Earth a billion years from now. Humans have only been around ~250k years, and there's no reason to expect that anybody a billion years from now will want themselves or their offspring to be like us Mk-1 Homo Sapiens, with our propensity for dying and other messy business of being a self-aware animal. Humanity will go extinct, when nobody wants to be a hairless ape half a chromosome away from a chimpanzee anymore. Note that by such times we could tinker and adapt other Earth-life from cetaceans to dogs & cats and racoons & birds and octopi to use tools and language & science.

We've been saying that since realizing that getting good grades in junior high school while Apollo was running, wasn't going to make us eligible for it. Only because of bureaucratic indifference or contrary interest. They decided before Apollo had made it, that they were going to cut the space program. No follow-up Lunar exploration or anything but the Shuttle and maybe vaguely a space station. The last 3 Saturn-V boosters in production were finished up as lawn ornaments in museums. The last Apollo CSM and Saturn 1b used in the Apollo/Soyuz mission.

We should have colonized the moon 20 years ago. By now those cities would have already begun to sprout up. Private industries such as 3M - SpaceX-- and related support should invest heavily to make this happen. We certainly cannot depend on our elected officials in DC to come to an agreement to fund it. From the moon all other projects would be launched at a tenth of the cost it does from here. We now have the tech to let robots go ahead of us and lay the groundwork. They breathe no air, need no water and need no shelters. These alone will justify the initial expenses. OR -- are we gonna sit on our asses till Russia, China, or Iran gets there before us?? Someone will break that treaty, of that I'm almost certain. I would propose that one or several corporations from different countries merge to govern the moon with it's stockholders, so everyone would have a voice. I also disagree with the food options. Humans need a certain amount of protein for a healthy body. Pond raised fish are certain to appear, but why not take the steps to clone our other needed meats? Rabbits, chickens, pigs etc could all be cloned by today's DNA expert's and keep us an ongoing stable supply on the moon. These 3 choices reproduce many times with each birth, and the supply would always exceed demand, keeping costs low. Cows might be limited due to size, but still another source of protein. As spaces open up even more could be added.

Would make more sense to build in the lunar lava tubes that can be found all over that world. These lava tubes can be 500 meters wide and tall, and several kilometers in length. They'd provide unparalleled radiation protection, relatively easy to close up and pressurize. Now, the lava tubes would have to be shored up to prevent collapsing, but for a lunar base or town, it would be almost impossible to go wrong with lava tubes!

Nukes make for the best spaceship engine. See the `1950s - '60s "Project Orion". But remember that anybody who can move things like ships and small asteroids around in space doesn't need nukes, and nothing on the Earth or under the surface is safe and there's no practical limit on the energy release they could plan for. The one that hit Arizona was ~80 meters diameter, metallic rock. It caused magnitude 10+ earthquakes within a thousand km and fried everything within hundreds of km. See also the little NEA vs. Chelyabinsk, Russia in 2013.
