Since y'all are just watching random clips and have no context, no they weren't about to kiss, what he was trying to tell her is: SPOILER!! They are on an aquarium 'date', and leading up to this scene Yoshino asks Kirishima questions about himself, including his birthday. Kirishima tells her his birthday, but it was a fake one, turns out he never tells ppl his real birthday. Yoshino then proceeds to share personal info about herself and explains to him that the two of them kind of skipped over the whole 'getting to know eachother' part, and even if she doesn't intend to marry him, it wouldn't be fair to not get to know him atleast. Afterall, this is how most 'dates' start. This startles Kirishima, he grabs her hand, fully ready to tell her his REAL birthday.

He initially is obsessed with her, his obsession causes him to do unsavory and weird things to keep her, and yes eventually I do think that he comes to love her in his weird, twisted way based on the things he does that are potentially harmful/fatal to himself in her defense.
