Pim Nelissen turns out, it stands for cubic centimeters. It's a measure of the volume of an engine's pistons, that relates to how powerful it is. So [roughly] more cc's means stronger engines.

The reason the other racers respawn is because the developers wanted to make sure that ai would not get stuck somewhere, kind of a way to break all bugs in the map with coding. The ai were going to slow that they respawned, which is the way of making sure they don't get stuck

I don't think this is rubber banding. Several other comments in this video are giving a better option. The AI is set so that they must be going a certain speed. If they weren't going that speed, it would assume it's stuck, and that's why it would teleport them. This really doesn't seem like rubber banding, because this wouldn't give them a boost in a real race.

Landen Mellor, No engine size and speed don’t have much at all to do with each other, hp and torque do however so you could take a 7.4 L big block V8 ford 460 and race it against a 3.7 L V6 with a small supercharger and the V6 would win by a long shot even without the supercharger

DannTheMan: The mercedee car, that was not the mod, that was legit unlockable kart from Mario kart 8 Deluxe, the reason why it his still there, it was because the WiiU version of Mario kart 8. The mercedee car group was a free DLC download. They simply change that group into unlockable kart in the Deluxe version

Maybe the computers have some coding that makes them have to go a certain distance in a certain time and this mod messes with that and it teleports them to make sure they go that minimum distance. Just an idea as to why the computers seemingly randomly teleport around in 50cc

The AI in MK8 is very scripted, wouldn't be surprising if 1 CC is so slow that it keeps tripping up what's supposed to be unobtrusive catch-up triggers.

Normally you playing wouldn’t see the ai teleporting a little bit of it was stuck in or behind a wall since they would normally be last, but due to the speed the game is getting confused and thinks they are going backwards or a facing some kind of obstacle that is forcing the ai to go slower.

Mario Kart Wii does this too. The CPUs follow points around the track. If they take too long to get there, the game assumes they're stuck and respawns them.

You can't script AI. For fucks sake, it's AI! You can, but it's not really AI. It's just an entity being commanded by the game. In this scenario, the game is getting confused and thinks their going backwards or their stuck because their going so slow, and teleports them onto the track. Normally you don't see this cuz their either stuck on a wall or in last. It's not scripting, it's the game trying the fix itself.

When an AI is stuck at a particular low speed for a particular amount of time they ‘respawn’, as if they’ve gone off the track. This prevents them getting stuck. That’s why they all respawn at particular point so along the track.
