I think the reason none of the CPUs went for using gold pipes most top the time was because gold pipes are rare and therefore they’re programmed not to waste them

That's a good theory, especially since that would be the easiest way to program it. Basically you would set a series of conditions to use it in place, like making sure they have enough coins to buy the star, checking to see whether they can reach the star with a regular roll, etc., and then there are a bunch of other conditions programmed in as well to make their behavior seem realistic and sensible (mostly) by adding values and ranks to items. I've heard that in some Mario Party games, characters have their own preferred items to purchase, so values like this already do exist out there.

What if every space you move gives you one coin and there are no stars because everyone has 99 stars. Its basically a coin battle from.there. But its all dependant on luck. Everyone starts with 0 coins, play 30 turns and see how many coins you can get.

I think this is because CPUs aren't meant for this kind of high-funds play. Lower level CPUs tend to be more direct, whereas higher level CPUs try to make soft gains and try to set up later plays. They're just not designed for this kind of game.

If everyone uses their gold pipes in every turn, then everybody would have 15 stars total since there is 10 turns because starting with 5 stars plus the 10 turns in Mario Party Superstars will equal 15 stars total.
