no, you will only have extra 10 EXP, which won't mean anything in the grand scheme of things But, there is a way to level up to LV 13 through Genocide. It involves A LOT of strategizing and fleeing from encounters that don't give much EXP. In the end though, it's also useless, as you still can't one-shot robots in the Steamworks. The Axis fight also goes as normal and you still reach LV 19.
