3D V-Cache is basically a much bigger L3 cache on the CPU. A bit misleading to call it 3D, but that's what companies do to sell products.

Lower voltage because of poor thermals. TJ max of 3D chips is only 89'C

Yes, more cache usually means faster scrubbing and previews when editing

I don't know that AMD has come out and said what the V stands for specifically, but since the cache is stacked on the chip, it's fair to assume the V = Vertical

Eventually these advancements where reasonable will find their way to their GPU department. I think AMD is focusing on CPUs until they actually feel like they are ready to blow Nvidia out of the water, that's what I gathered from their uninspired reveal of their 7000 series, no one actually looked excited.. PS: Don't forget they make the lion's share of their money from their CPU division.
