They asked me for this carnet in Spain, I went to Istambul for holidays, one camera, one gimbal, bunch of lenses... Just to make a video for myself. When I got back, they told me if I was doing a professional job, earning money back there by doing a video, or if I purchased that equipment in Turkey, I needed the carnet, since I didn't and won't do any of those things they let me go with my gear but told me, next time I travel I needed to get that. I searched a bit and it seems to me it's only for people doing comercial work, it's 200€ to get that carnet for a year, and I'm not making any money by taking my gear anywhere, is there a way I can avoid getting it?

You should be fine without a carnet so long as you give the impression that you're aren't doing any commercial work e.g. keeping your kit quite minimal, placing your gear in a regular backpack rather than a pelican etc
