What is CEC and How does it work?

Consumer Electronics Control (CEC) is a feature of HDMI designed to allow users to command and control devices connected through HDMI by using only one remote control. For example, by using the remote control of a television set to control a soundbar, set-top box and or Blu-ray player.

Can CEC work for a PC, using a TV as a monitor? Like to wake up the TV when the PC turns on, and sleep it when the PC sleeps/off?

Yes, it could work. First, check if your graphics card (hardware) supports HDMI CEC. Then also the drivers must support it.

CEC-enabled devices usually come with the CEC setting turned on. You can check your device's settings menu to turn the feature on/off.

a monitor should just turn on from standby mode when it gets a signal from any input. seems to me tv manufacturers invented a worse way to make a monitor, they made it so you need to turn the display on manually, then invented a way to circumvent their terrible prior invention
