From what I've seen, they used it to improve performance on potato PCs by a little, which is irrelevant today and I don't believe it. Personally though, I think he is actually the C-man (Cheaple man), a more powerful being than G-man who keeps both Gordon and G-man under watch.

This thing is basically a low poly and resolution model of one of the Citizens just made to boost the performance up on 2004s pcs, and used it in places that are harder to notice that he looks weird Also add that Metrocops also have a cheaple model for the same purpose
