Cheaple‘s don‘t have eyes because they are loaded separately to the NPC model and since they move independently to the NPC‘s body, they tend to lower performance on older/potato PC‘s

From what I've seen, they used it to improve performance on potato PCs by a little, which is irrelevant today and I don't believe it. Personally though, I think he is actually the C-man (Cheaple man), a more powerful being than G-man who keeps both Gordon and G-man under watch.
