Could be just a college/high school thing because I don't watch that much NFL, but I've seen teams line up in a Cover 0 to stop the run. Virginia Tech vs Ohio State in 2014 is a prime example that lead to a massive upset

For sure - it's all game plan specific. Typically coaches will marry cover 0 with a blitz. However, if defensive coordinators feel as if their defensive backs are better than the other teams WR's, they will play cover 0 across the board.

You'll see it much more against double threat quarter backs in the NFL. The high risk/high reward analogy goes both ways.
