the dead hand is basically a statement saying "even if you completely cripple us with a first strike, even if you take out the entire chain of command, we can still hit you back" nowadays the system reportedly even monitors for life in every ICBM launch complex and will fire the missiles completely automatically if a crew is killed incapacitated or refuses to follow the order. basically the entire process from the detection of a nuclear blast to ICBM's lifting off can be done without a single human being around at all

Dead Hand, literally "Dead hand") - a complex of automatic control of a massive retaliatory nuclear strike, created in the USSR at the height of the cold war and used by Russia until now. Designed to ensure that bringing military orders from senior management (General staff of the Armed forces, Management of RVSN) to command posts and a separate strategic launchers missiles, standing on alert in case of emergency when communication lines may be damaged. "Perimeter" is an alternative command system for all the armed forces, which are armed with nuclear warheads. It was created as a backup communications system, in case the key nodes of the command system "Kazbek" and the communication lines of the strategic missile forces will be destroyed by the first strike in accordance with the concept of Limited nuclear war developed in the United States. To ensure that its role is guaranteed, the system was originally designed to be fully automatic and, in the event of a massive attack, is capable of deciding on an adequate response on its own, without (or with minimal) human involvement. The existence of such a system is sometimes called immoral, but it is in fact the only deterrent that gives real guarantees of the rejection of a potential enemy from the concept of a crushing pre-emptive strike. The logic of Perimeter's actions involved the regular collection and processing of a gigantic amount of information. From all sorts of sensors came a variety of information. On the radiation situation in the surrounding area: normal radiation level - increased radiation level. On the presence of people at the starting position: there are people - there are no people. About registered nuclear explosions and so on and so forth. Perimeter had the ability to analyze changes in the military and political situation in the world - the system evaluated the commands received over a period of time, and on this basis could conclude that something is wrong in the world. When the system thought its time had come, it activated and launched a command to prepare for the launch of the missiles. At the same time, the system could not begin active operations in peacetime. Actually submarines already serve this function. If a submarine commander can't make contact with the highers up under certain circumstances the launch codes will be made available to them and they can launch their missiles.

Dead Hand system is very much real. Back in USSR, there were 4 command missiles, which were at Russia, Ukraine, Belarus, and Kazakhstan (one per country). With dissolution of USSR, the Russians have nowadays modernized the system, and all command missiles are now stationed in Russia.

I'm not worried about it since it would require Russia to have more or less already undergone a large-scale nuclear attack, in which case I would think they would have already responded. This system was only designed to work if someone else attacked them first, AND wiped out their command's ability to give the order to counter-attack.

@@eleanormcarthur2900 In short, Russia's 'Dead Hand' system isn't any more or less dangerous than when this video was released, but the risk Russia might **intentionally** use nuclear weapons is much higher. The system is still only really at risk of going off when it's not supposed to under conditions where there's already a nuclear war anyway. Right now, we're much more at risk of Russia **intentionally** using nuclear weapons if its current invasion of Ukraine escalates to a war with NATO. Russia's current aggression makes it so the greatest risk of nukes actually being used by them would be in the form of battlefield nukes they would use in Ukraine if they continued to be bogged down there and thought they could get away with it without a nuclear response from NATO.

The sense of nuclear deterrence is that the opposing side knows (or has strong reasons to suspect) that you have certain capabilities in order to dissuade them from acting. If you're keeping it all a secret, it's not an effective deterrent.

It was never called "MERTVAYA RUKA" by Russians. It was called the "Death hand" by the US media. The correct Russia designation is "Perimetr" (guess what is means in English) or 15Э601. It is just an alternative launch command relay. The US had a similar system: AN/DRC-8.

China receives data from our systems, they can make an iPhone or a copy of our rocket of the 70s, but they do not have the results of those studies that Russia has. It was the Pershing II missile system that precipitated the development of Perimetr (aka "dead hand" to the west) The Pershing II was a near hypersonic medium range nuclear ballistic missile that would be able to hit moscow from western europe before the chain of command would have enough time to respond, which spurred the soviets to develop a way to retaliate against a decapitation strike. Pershing II is a good example of what seems like a great idea at first actually turning out to be a *terrible* idea.

The only reason why USSR lost the Cold War was, it was recovering from WW2. It was the USSR who brought down the Nazi. USSR alone killed 75% of Nazi while the rest were by 40 countries. While the Nazi killed women and children in millions in gas chambers the USA refused to fight them. The world begged, but USA was like "NOPE". After repeated request, the USA's answer was "we'll send some equipment". Equipment don't kill Nazi, Heroes does. USSR lost 20-40 million people. America would have never involved in WW2 if not for Japan. Japan dragged US in to the war by their hair. (Pearl Harbour)

This reminds me of the "Dune" game for the old SEGA Genesis system. The objective was to harvest as much Spice as possible for generating the income to build the military installations necessary to defeat the enemy on the planet Dune. Every time the enemy launched a thermonuclear missile called a "Death Hand missile" a voice would come on saying, "enemy approaching.......DEATH HAND!" That would really put me on edge because you had no way of knowing were the warhead would land and how much destruction it would inflict on your side of the game. LOL

It was more of a reaction to the deployment of Pershing II missiles to West Germany. Those missiles had the ability to reach Moscow within 8 minutes... and when the Pershing II was deployed, the Soviet Strategic Rocket Forces could only launch an attack after recieving orders from Moscow itself. If the command structure was taken out ("decapitated") then the USSR would have no way of retaliating in any organized way.

So a dead hand is basically a dead man switch, where in the event of an emergency the system is activated, and will trigger the command unless turned off?

In essence, yes. It's much like a train driver's dead man switch - they "arm" the system when they press it down with their arm/hand, and this releases the emergency brakes (in the context of Perimetr, it triggers a command to the many seismological, barometric and radiological sensors across the Russian Federation to start reporting their data back to their nearest "hub", which will then report to a "hub" that manages a group of hubs, which will report to a regional hub which would report to the nearest city and to Moscow). The emergency brakes are activated when the switch is no longer pressed (so the Perimetr system sends a signal that tells the hubs and sensors to stop reporting - if the switch was intentionally released (the system was turned off) - or it triggers a signal send that launches those command missiles that communicate to the silos and their respective warheads to launch - if the switch was released because of driver incapacitation (the Soviet command structure was wiped out) ).

Given the advances in global monitoring systems, the S400 and S500 Russian defense systems and their possession of hypersonic missiles it's easily possible (probably) they can detect 'belligerent' activity by the US within seconds of a launch (which would probably be in Europe) That might mean the destruction of the first launched missiles that are close to the Russian border and the virtually simultaneous annihilation of those launch sites and the military command and control centres of those nations. Additionally, Russian Military Defence are totally aware that weapons in the EU are ONLY launched under the direct command of the USA ... so, undoubtedly they will have a pre-arranged a 'mirror image' response onto US territory. The USA expect (and it will never happen this way) that Russia could be duped into staging a wipeout of Europe which they (US) would then use to justify an (allegedly) pre-emptive first strike nuclear attack against targets in Russia... Time to have some Russian hypersonic missiles on Cuba, Venezuela perhaps ? Level the threat more openly ... let the American people become more aware of the direct results of allowing their government to be so aggressive? Dwight Eisenhower warned them ... go read his 'Farewell address to the people of America' ... he warned them well, and no one can say he didn't do it in very plain and simple language !

The Soviets did not really have an effective nuclear triad since their bombers were never really as effective as the US due to simple geography (US bombers could lauch and land in multiple neighboring countries while the Soviets only had Cuba, plus a along flight over Canada). Also, the US openly talked about decapitation strikes on Soviet leadership which could také only 12 minute from bases in Europe leaving them only 5 minutes warning to decide to launch through normal government procedures. That is probably why the Dead Hand appealed to the Soviets more than the Americans who had thought about the idea but dropped it due to the obvious drawbacks. The US had better options and the resources to develop them, as well as the luxury of a probable 20 minutes warning :-)
