Batman actually went for rachel and not harvey, joker knew that so he swiped them, there is a dialogue that joker says in interoggation indicating he lied the location, I couldn't remember it exactly. He knew thought process of batman and he caught him up, as a plan to corrupt the gotham's white knight in which he succeded. That dog line said to harvey by joker was a false one,he is actually a villian with masterplan. It is also seen in comics, the bad guy with everything pre-planned.

Believe me that was the one of the greatest movie scene of all-time. Through Harvy Dent, Joker proved his points and ideologies about the human race and by not killing Joker, Batman made him realize that human race still can be turned good, preserved, embraced and moved forward with.
