What Is Stopping Us From Landing On Europa?

Remember 2010: The Year We Make Contact, the sequel to 2001: A Space Odyssey? In the film, nine years after the Discovery's disaster, Heywood Floyd, the scientist we already met in "2001," embarks on the Leonov, a Russian spacecraft, for a joint expedition following the footsteps of the ill-fated Jupiter mission.
Arriving in orbit around the giant planet, the Leonov discovers traces of life on Europa, a moon of Jupiter. More importantly, it locates the missing spacecraft. The rebellious onboard computer HAL is reactivated, not without concern, by its original programmer. Dave Bowman, now an ethereal being capable of traveling through space, visits Floyd and predicts that something wonderful will soon happen on Jupiter.
And indeed, something does happen. The monolith that orbited Jupiter in "2001" descends onto the planet, creates millions of copies of itself, and increases Jupiter's mass, triggering a chain reaction that transforms it into a new star.
Why does the monolith perform this miracle? The message Bowman dictates to Earth explains: "All these worlds..." he says, referring to the former moons of Jupiter made habitable by the new star's warmth, "...are yours. Except Europa. Do not attempt to land on Europa."
From here, it becomes clear that the mysterious aliens, the creators of the monolith, wanted to give a chance to the creatures of Europa, aiding their evolution as they did millennia ago with mankind's ancestors.
You'll admit it's not easy to escape the suggestion of that "do not attempt to land on Europa."
And wouldn't you know it, what could only appear as a narrative cue in the film's plot became a reality a few years later: official science recognized Europa as the most suitable world to harbor primitive forms of life.
Coincidence, or is there something more to it?

@@deepakthakur838 from my understanding the planet is not emitting radiation, it’s capturing the radiation from the sun in its magnetic field. Jupiter’s magnetic field is huge.

Water is a really good insulator against radiation. One way in the plans for man mission to Mars to keep astronots safe from cosmic radiation is to store all the water on the outside of the space craft

Sorry for late reply. Due to strength a type of magnetic field that Jupiter is creating, it's capturing more radiation than other planets. Refer to en.wikipedia.org/wiki/Magnetosphere_of_Jupiter Earth's captures radiation, but much weaker to 'hold' the radiation. We see this happen with the northern lights, or the aurora borealis. @@deepakthakur838

NASA's biggest problem as you mentioned is funding. We need to get more science-literate politicians in office who see the value of such a mission. We need to redirect money from the worldwide war machine into interplanetary exploration. Since Appolo(and even then, really) NASA has operated on a shoestring budget with everything going to the lowest bidder. Think of where we could be if NASA had even half of the military budget.

There's a theory that the reason why Aliens haven't contacted us is since we're a very violent species towards each other. It's not that easy. From my understanding, the frozen layer of ice is way deeper than the deepest hole drilled even on the earth. In addition, radiation levels are bad for any human missions. We need more data and that's what we are doing with the clipper launching later this year.
