Are you sure this isn't a digital broadcasting mode like DRM? I think that OTH radar usually is less continuous (more impulse-like).

Or possibly STANAG 4285 or similar military encrypted comms?

No this is definitely RADAR. There's been a lot more between the ranges of 4.2 MHz to 7.1 MHz, a common range where Russian mil comms are also located

@@myg0t_jsm No, not radar. Looking at the audio spectrum, it is not pulsed, pulsed BPSK, FMOP, or FMCW, the most common types of radar transmissions. This sounds much more like a data transmission of some kind.
