Amphibian Downpour is a new card that is one of my favorites and is very strong, a card that can come in on an opponent’s turn and shut down their most powerful creatures, and the flavor of the card is fantastic as well

Command tower and arcane signet are the only ones i agree with. My budget Power 9 would be: -Command Tower -Arcane Signet -Lethal Scheme -Fact or Fiction -Frantic Search -Treasure Cruise -Elvish Mystic -Llanowar Elves -Wild Growth The colorless and blue cards make the list in 95% of my decks, including non-budget lists. The green cards are more situational, as I'll play Three Visit type effects over the creatures in a lot of lists, or Mana Dorks over Wild growth depending on the list but when the green cards are good, they are ridiculously good. Finally, Lethal Scheme is just absurd. You can almost always set up a situation where it costs 2 or less mana, and even at 2 mana the card is insane; fueling graveyard synergies, smoothing your hand, buffing your creatures, all at instant speed. Oh yea, and its a removal spell too.

To your "Nothing else like wayfarer's bauble" I raise you: Moonsilver key. I'd say they're pretty alike. Sure, swapping the mana costs for the spell and ability is a bit clunky, but the option to search for a mana rock does make it better in some situations especially in lower power games.

These cards are very different and they are used for different purposes. Key is not really ramp, it's a tutor and you would rarely use it for getting a land - it gets the land/mana rock into your hand whereas Bauble puts it on the battlefield, the difference is huge.

i really think when we talk about Power 9, we need to talk about cards that can be used in almost any case and isn't specific to one strategy. My budget power 9 would be, in no particular order : 1. Command Tower 2. Sol Ring 3. Arcane Signet 4. Treasure Cruise 5. Crop Rotation 6. Swords to Plowshares 7. Counterspell 8. Faithless Looting 9. Skullclamp I am never unhappy to see any one of these 9 cards in my hand if they were drawn.
