Both are non metals so it would make it a covalent bond. For naming covalent bonds you use the prefixes like mono, di, hexta, hetpa, deca... to represent how many are present. Hydrogen is 2 so its Di Oxygen is one so its Mono. some expetions apply.

Accully it has many names. It is also an acid and a base because it contains Hydrogen by itself and also Hydroxide. This means it can be called Hydrogen Hydroxide if your using it as a base and if you using it as an acid you would call it Hydroxic Acid.

As has been mentioned, the IUPAC name for water is oxidane. It can be named dihydrogen monoxide, or more simply hydrogen oxide. Sometimes it helps my students to name it hydrogen hydroxide, which gives insight into its acid/base behaviour.
