I appreciate the intention of HEC director sb that he wants to upgrade the level or time consumed in completing the BA/BSc/BCS and MA/MSc level education. But HEC should keep in mind other realities as well. First I noticed the same educational program broke down in to parts and is being taught in 8 semesters with the extremely high fees due to which a lot of poor students can't even think to take education anymore as Pakistanis dont earn that much money yet to pay higher fees and this is a very serious issue as it's effecting the whole country as I personally know several families couldn't put their kids in the universities due to higher fees and other complications. recently several universities have doubled the fee for BCS and MCS level. If HEC will talk about scholarship I would say dont even bother to mention it as first the requirements and forms are extremely lengthy which are tiring and many students just give up so that is not working. I don't know why governments take taxes and dont spend back on people as it seems they dont grant any money to the universities (even the government ones) due to which the universities demand money from the students for almost everything. And where the private students will go now? HEC says they should pay fee for classes even attending at home if that is free then that's good but if they will ask money just like any regular student then that is very bad and is enough to be failed.

Although I am agree that the world has already started online classes even way before COVID-19, so universities should work on the speedy basis to make it possible. The teachers needed to be trained to provide online education which is beneficial for everyone as it will save energy at institutions, oil used in the vehicles, less traffic on the roads, it will save the commute time both the teachers and students and also less staff at the institutions. Although they should also consider some of the challenges related online education students not being able to attend the classes due to technical and other issues i.e. unavailability of electricity and internet which can be resolved by making class material available online for the later on study which will be beneficial for the students in the future anyway. The internet is full to get help to achieve online education in such a short time which means Universities dont need years to adopt online education system. They will need few people to set up which can be the teacher themselves just like in US and other countries as you dont need to hire staff for everything. People are multi takers due to modern IT technology which is available in free in most cases.

In USA I know the people who left their Bachler degree after completing few quarters (less than semester probably half) and then they decided to go back to complete the left over education. I have a question to Dr.Mukhtar Ahmed , I graduated in commerce from university of the Punjab Lahore in 2014. On that occasion 2years program which I had completed but I look most of the students now in poverty, sacrifices to inflation and so other hurdles, But most curious about the our educational programs which they carry they never give us a plateform or skills to get in relief in a life, when the parents looks to our boy now the time to take money when early they graduate he can't make money, it's our big failure, since 2014 when I graduated Nadra system came into database but our academic achievement are not suitable for database system to get jobs opportunity that's big failure of our educational programs which they carried us. Now the university started the freelancing platforms which is good initiative . Now I have a solution to get rid the problem , and make economy better.

Every thing which Dr.Attaurahman who founded HEC was in direction of increasing economic burden of parents , help private institutions loot students . He was such a failure that it is now imperative for punjab to transfer HEC functions to provinces . Not more than 10 percent students go abroad and they require money and exams to pass to get into their overseas system . Private exams are essential . IF HEC sticks to stopping Private MA programme , students can always press punjab MNAs and MPAs to pass legislation giving HEC funstions to provinces . Low marks are awarded to private students to maintain caste system and let private institutions earn money , CSS groups instead of educationists head HEC at times . Rich punjab is being made poor by giving to much power to federal government . Associate degrees have to be practical degrees but no special books have been approved by universities which are written for this purposes. Many have no MCQ or short answer question papers do that candidates cannot get marks comparable to semester system . Attempts limits are kept to discourage students . Punjabi nationalist parties should bring radical changes in education , legal system and health if punjab has to remain rich .

He is not talking sense , We all know that most 4 year semester programes fill first year or more with irrelevant subjects because they have teacher who are idle for those subjects . Semester programme are high score generating machines and I see no point in Associate degree students doing remedial courses for entry into 4 year programme as associate degree subject matter is more relevant to final goal than curriculum of first two years of four year degree which later are irrelevant amalgam
