What is the meaning of ‘worker’ under Article 45 of the TFEU?

The definition of a worker has a very broad scope. There is not a specific Union definition in Article 45 TFEU. It is defined by the case law. Under Levin case, it was argued that once an individual is pursuing or wishing to pursue a genuine and effective economic activity, they would qualify as a worker. In Levin, even if the applicant's income was low, it still raised her standard of living. Therefore, she was a worker. The Levin case also clarified that part-time workers were also covered by the free movement right.
