The reason Bucky O’Hare’s cover looks like a comic was that the artwork is from the Bucky O’Hare comic book. It was created by Larry Hama (writer for G.I. Joe: Real America Hero) and Michael Golden (artist mostly known for Marvel comics). The comic was later turned into a show and video game. I believe that is Michael Golden’s art on the box cover.
