If your wife is a Filipina or any Filipino friends should be able to help you how to send the balik Bayan box. You can also go to a Filipino store or any Oriental stores and ask about the balik bayan box. There are some private companies like LBC that do the balik bayan also. They give you the boxes (boxes are big), fill it, then call them to pick it up. The fee ranges from $85 - $110, depending on the company.

No seeds. Reason being the risk of those seeds blooming into crops that destroy native crops. Also afaik GMOs are illegal in most of Asia including the Philippines. You will need to declare to be sure.

Honestly I have brought cosmetics foe my gf than what was mentioned here and maybe a little bit more than $200 worth of pasalubong. I was never handed a declaration form and went through customs just fine. Now that i know excess cosmetics is part of needs to be declared. Ill keep that in mind. I wpuldnt suggest people going through without declaring but ive never really had been stopped for anything on previous visits. Crosses fingers.

Yes I even brought generic Valium and another type along with BP meds and tons of vitamins. Make sure it's not more than required for length of stay and is original script bottle and best if you have any supporting documents if any type of narcotic. BTW. BP meds are dirt cheap and over the counter. I get 20mg propranolol and 5mg amlodipine.

I will be bringing electronic devices for our new home that well exceed $200 in total value. Probably close to $2000. Electric razor, radios etc not available in the Philippines.
