You were referring to if the bird hadn't moved and got hit then it obviously wouldn't have been Raven. But it's confusing because you said "test shot", if you plan on hitting your target then it's not a test shot, you're going for the kill, real bird or not. When I read "test shot" then I thought he was purposefully missing, in which case a bird would have been scared off by the sound. This is backed up by Raven saying "if your going to shoot me, shoot me, that was insulting" implying he missed her on purpose.

She was stunned, it had never occurred to her that Ruby could break, so she froze, not knowing what to do, analyzing the situation. Like I would do. Because I am like Weiss. Which is why I do not like her. Although as she has warmed up I dislike her less. But she may regret not comforting Ruby. I would. Sometimes the intellect betrays us.
