Democracy is the ideal form of government in almost any situation, for the people governed and usually for the neighbours also... But some countries don't have the cohesion & functionality necessary, whereby nation-States might need to be more clearly delineated, borders reformed into coherent parameters. Constitutions & protections for minorities are an also an important consideration.
