Because for many deaf people, the sign language is the native any languages in the world. the written form of the native dialect is not. This is especially useful for emergency news. It is more convenient and easier to understand information in one's native language. The sign language is very important because most Deaf people can't read the subtitles. English subtitles are pitched at a high level and inaccessible.
