Should the US aim for all-out victory in a new Cold War against China? Or should its goal be "managed competition" - prioritising keeping a lid on tensions so they don’t erupt into all-out conflict? That's the big debate unfolding among US strategists ahead of the presidential election later this year. DW's Richard Walker spoke to one of the most influential voices on China on the Republican side: Matt Turpin, former Director for China in the National Security Council in the Trump administration. Turpin argues that the US is not investing enough to face up to this contest, which he says is already viewed as "existential" by the PRC. They discuss the risks and opportunities of such a strategy, how to envisage a possible endgame, and what this contest means for the rest of the world.

That's correct. At first, I wasn't too pleased with my gains compared to my previous performances, I was doing so poorly, I thought I needed to diversify into better assets, so I got in touch with an investment-advisor. That same year, I pulled a net gain of 550k, which is about 10 times more than I average on.

What is complaining about? USA is the country that has waged aggressive wars in Asia for decades. It's also the country that has surrounded China with military bases with tens of thousands of American troops stationed. No wonder China is building military force. As for Taiwan, that question was decided at the UN General Assembly in October 1971.

@@turncloak.A closer balance of conventional or non-nuclear military capabilities between the PRC and the U.S. will more likely to lead to war and also increase the likelihood that nuclear weapons will be used. The best way to avoid a war is to have overwhelming capabilities by one side so that no general on the other side sells his leader on a war plan with a high degree of success.

I know it sounds laughable on the surface, but there's pretty broad consensus that in the current environment, we and many other countries are significantly underspending, and meanwhile China has outpaced the US dramatically in naval production for instance. There's an actual security risk to not investing more in the military in today's world sadly, though of course this might be a different story years ago and we've wasted so much money on unfortunate endeavors like in Afghanistan and all, so I def feel that frustration

The US is the only country that uses the term "new cold war". China doesn't use this term, it is the US that is looking for confrontation and war. The Chinese ambassador to the US said they want to coexist with the US and the US ambassador to China said they won't live in a world dominated by Beijing. You guys see everything as a zero sum game. You are incapable of diplomacy or compromise because according to your way of thinking the US must get it all or they get nothing. This is not how the world works but if this is how you behave towards other countries then you will continue to be isolated by Global South countries. More countries will continue to join BRICS and Middle East states formerly US vassals are getting closer to China now because they can see that all you offer is war and destruction. You're incapable of building anything you can only destroy.

I agree with you my friend. America is the trouble source on our planet. They cannot contend with another superpower in their sphere of power and influence. America doesn’t know how to exist with another superpower, she must and has to be the only superpower. No two things can occupy the same space at the same time in America’s mind. China doesn’t want war but America does. America always wants war, death and destruction. China is interested in one thing; getting the poorer countries out of poverty and up on their feet to start developing for themselves. What great temerity of a country to have with their fellow human beings. Not supremacy, domination or nationalism. That old ideology is going down with the sun.

By the old "international rule of orders", it means USA should be at the top of the food chain, China should be at the bottom of the food chain. Now China wants also to be at the top of the food chain, that is the change USA won't allow. Unfortunately, USA history is not long enough for its leaders to realize that change is inevitable over time. No one can stop it.

Nominal GDP is often misleading. China currently produces more than half of the world's steel and leads in numerous sectors, including automobiles, ships, machinery, and electricity. In terms of cost efficiency, $20 spent on the U.S. military is equivalent to just $1 in China. Similarly, a doctor's visit for the flu might cost $1,000 in the U.S., while the same visit in China might cost around $20. The reality is stark: the emperor has no clothes.

This guy may be too young to really remember that in 2013 the US was spending more on military because it was still fighting in two wars the US STARTED (Iraq and Afghanistan - NOT a "relatively benign year" as he suggests). Also he may not realize that the US is not actually fighting in the "multiple ongoing wars" he speaks of (Ukraine and Israel) - therefore US military spending is lower. His logic is not sound.

Its all about the democracies vs the autocracies. WW2 was the Allied forces against the Axis powers (dictators). The cold war was the Russia/China vs the "west". Regional wars are local dictators or Islam extremist. This new "cold war" is practically the same as the first cold war..

This guy Turpin is advocating to use the play book of the Soviet Union. He talks about nothing but increasing the military budget. That is how the Soviet Union failed. And he is so happy that Japan is increasing its military budget too. Given the condition of the Japanese economy, Japan may prove to be the weakest link in that chain of Asian allies whom he counts on to contain China. Does he fantasize that he is still living in the United States of the 1950s, when the US had the biggest and most advanced industrial system in the world? When the US was the creditor to the world? When domestic society was united and the political class wise and institutions strong? Vastly increase military spending from 2.9% of GDP to 5.0% of GDP? How do you finance it? You better get a better bond salesman than Janet Yellen. Since Turpin was a senior official of the Trump Administration, I suppose he is a republican. Good luck convincing his fellow republicans to raise taxes. Vastly increase the military budget. Does he fantasize that engineers and machinists and welders and electricians will magically appear when you wave a stack of dollar bills in the air? Does he know how the United States responded to the "Sputnik" challenge? The US did not just increase military budget; they launched a lot of programs to promote science and engineering education, down to the high school level. Does this guy Turpin even know there is such a monster in the US called student loans? Does he fantasize that he is still living in the United States of the 1950s? Does this guy Turpin know anything about American foreign policy during the Cold War? Why do you think Nixon, the hardest of the hardliners, decided to start a relationship with China? The oldest rule of power politics is "divide and rule". Since you already identified China as your biggest problem by 2016, why did you not pull a Nixon plot on China and cut a deal with Russia? What good does Ukraine in NATO do for anyone? What I see is a spectacular performance: declaring China to be the biggest problem and starting a major European war half the world away. Does this guy Turpin know that more than 80% of the world population lives in the Global South? Does he know that China is building stronger and stronger relationships with these continents? America's military budget is monitored by NGO's and independent analysis. It's true at 800+ billion. China says theirs is 200+ billion. The Chinese yuan is 7.2 x 1 dollar. So, the equivalent Chinese military budget would be 120 billion US dollars. Makes their massive ship building exercises more understandable doesn't it. Independent military financial experts have for years been saying China was spending 700+ billion in equivalence at least. China lies, no surprise.

Given the rich history of wars in Vietnam, Irak, Afghanistan, Jugoslawien, countless African and South American countries. And don't forget, US has the highest defense budget of the world for more than half of century. It is really difficult to believe that US is aiming at defense and defense only. In addition to that, Philippine was a colony of US. In longer than 2000 years of history, China has never colonized Southeast Asia, not to say India or African countries. Yes, China has invaded Vietnam. That's 30 years ago. They have some minor skirmishes with India at the border. They help North Korea to fight against US, that's 70 years ago. What other wars were the Chinese involved in? Now you want to portrait China as the aggressor and to claim the US as peace keeper? I suggest the US shall consider lift the sanction against Cuba first. What has Cuba done to earn more than 40 years of unilateral sanction?

The US' trade with China is predominantly about the use of China as a way to keep the assets of US corporations off-the-books, so that their capital-to-asset ratios are as high as possible and most favourable to Wall Street as a comparable and tradable debt instrument on the international market. In addition, the US is keen to have the Chinese as a sink for US national debt, so that China pays for US consumers to be able to afford cheaper US goods made in China to be sold to Americans. Switching this around, to the benefit of China, is the competition that the Chinese are looking to win :-)

Tibet belongs and will belong to China forever because Tibet was a barbaric society with serfdom, from which China liberated and developed. This is the view of the CCP and most Chinese people. It is difficult to coexist with a country that espouses such blatant imperialism and colonialism.

Eh, that’s not how it is. Tibet is part of China because it has been part of China for centuries, since 1300s. It’s part of China through political integration, not war. It’s part of China and British wanted to invade a century ago through British India and CIA has been supporting the separatists ever since because Anglo Saxon like to play the game divide and conquer. As for liberating Tibet from serfdom that’s more like the American north didn’t like the American south keeping the slaves back during the civil war, has nothing to do with the claim on sovereigty.
