Depends on house rules actually , because different people different mind set , because if people throw the tile , u never game and try to “伸手” to draw tile , that means your intention is to “give up the winning tile” . Some host don’t practise this rule . So is 50/50 .

As mentioned in the description, Player D already game 5 tong but skip. Player D from start intend to MQ liao. Just suay that player B is 3rd leg from player C. This depends on house rule for the 伸手 part. Next time just wait for player D take the card first then hu, so won’t have this confusion

He can’t hu because other player wants to Hu. The rule of Shout pong must pong has the same logic. You cannot shout pong because other player want to eat. Like wise you can’t hu after clearly give up because other player want to hu
