Is the Car Rental Center and rental lot all within the terminals, or is there a shuttle required?

The car and rental center is connected by a skybridge. I forget exactly what level but information is easy to obtain if you ask. The people in the grey shirts are more mobile, but the information desks are easy to find as well. but no shuttle is required.

Yes, you should be able to monetize once you have 1000 subscribers and 4000 watch hours. That's all that's required.
