Plo Koon in my opinion was probably the most decorated and a true Jedi Master next to Qui-Gon Jinn of his era. He never fell to the dark side or even was tempted by using the new and rare power that he learned. It was definitely electric judgement not the other good shit that we all came to love as Sith lighting.

Sounds like the Potentium philosophy. It was considered heresy by both Jedi and Sith. They believed that the potential for Light and Dark was within the individual and not the Force. The Jedi believed it was a Sith plot to undermine them. I theorize that it had its roots in Darth Gravid's attempts at merging the two philosophies into one philosophy. Maybe.

i think plo was honest. a sufficiently strong imbalance that has to be corrected allows physical energy to flow as a current. its not focused through hate or hubris, but through grim necessity and compassion for all that would suffer if action is not taken. not a tear that is artificialy created, but the friction of one closing.

ultimately that's is what justice is, is it not? an imbalance that needs resolution. judgement must be passed, punishment must be paid. its not pleasant, but it is necessary to restore balance. storms are imbalances that continue until the balance is restored, so it does make sense that this could carry over into the Force.

I would say that Plo Koon was using force lightning, but powering it from the light side instead of the dark. My opinion is that few force powers are exclusively light or dark. Force push, force jump, sensing the flow of the force. Most abilities are universal. Now if Plo Koon fell to the dark side, his ability with force lightning would be un-rivaled because of his mastery of the light side equivalent. In the animated series, my favorites were the ones with Plo Koon. He is just so cool under pressure, no hurry, no anxiety, just get the job done and go have a beer kinda guy.

Honestly, Force Lightning has always been discribed as... discharging emotion. Sith have an obvious advantage here because their entire dogma revolves around a self-destructive emotional loop. Jedi on the other hand try to avoid emotion or "release it to the force." Personally I feel like both of them could use it effectively but differently. Sith can obviously sustain it indefinetely but I feel like Jedi could use it as a very effective tool. For example, imagine Anakin, Ahsoka, or any other Jedi that has issues with emotions. No imagine that they have learned to just dump troublesome emotions in a burst of power; not channel, dump in a single violent burst. This could be used for anything from a killing bolt to a flash bomb and all that would be required to power it would be the natural stress of a given situation and on the back end they would be calm and collected, the perfect state of mind to channel the Force like a Jedi.

Untill proven otherwise by Official Canon, I believe that Force generated lightning-like effects can be summoned and utilized by anyone strong enough with The Force. Sith (and other Dark Side users) are able to conjure it because the Dark Side feeds on anger and hate, and is quicker to join a fight. Plo summoned some because he was not angry with nor hating on the thug, but felt righteous and a powerful need to stop the dude. My guess is, similar to lightsaber blades, the color may have a lot to do with the position of the Force wielder.

Plo Koon did in fact basicly re invented force lightning. But force lightning always pissed me off cuz it doesn't necessarily need to be a kill/torture move it could be used as a force stun gun. It’s possible that when Master Plo Koon tapped into this power he was calling on the powers of the Light Side to aid him and the Light Side answered back giving him this ability rare ability. I believe that when a Jedi is in a very difficult position and they call on the Force the Force will answer them and give them what they need to be victorious. I truly think Plo was using the ability for the light and had accessed a new area of the Force. He was honest, he reported everything to the Council and he meditated heavily to analyse the situation. I would argue that with force abilities they cannot be simply seen as light or dark. It's how they are used. The Sith used Sith Lightning for extreme torture and even death. Plo simply knocked someone unconscious. In the Mandalorian finale of season 2 we see Luke use force crush on a Dark Trooper droid which we know to be a Sith ability, it's the same principle and Luke is a Grand Master of the Light and he was not corrupted.

I think we have to both believe Plo and Plagueis. Lightening is a characteristic of the Dark side. I do not believe force abilities were exclusive to the light or dark side, yet i believe dark or light practitioners were more attuned to their respective affinities to create such abilities. Just as Windu was able to use dark abilities without succumbing to the dark side, Plo was able to use an ability more attuned to the dark than the light, also without falling to the dark side himself. Call it what you want, but Judgement would never compare to Sith Lightening. Imagine trying to get a cheesecake slice using a chainsaw. In principle you could, yet it is fundamentally not the right tool. In the same way, there is no use for lightening for a jedi. HOWEVER, we need to explore the possibility that this is the TRUE power behind lightsabers. Now that would be truly interesting if the SW canon had come up with jedis harnesing Judgement in order to create the sabers.
