Have you ever read marching powder? It’s ab this Bolivian prison that’s basically a city people are so impoverished when a man gets locked up, his family comes with him so he can care for them. Rapists and chomos get torn apart right away so they aren’t a threat to the children. There’s a Bolivian prison managing this problem better than we are!

Correction, Ktar Deathbringer IS NOT New 52. That origin was created after DC Rebirth, which ended Nu52 and was part of a story line that reconciled Hawkman's confusing continuity. The New 52 version of Hawkman was another version of Katar Hol, the Thanagarian, whereas the Rebirth Hawkman is the human Carter Hall.
