I really like on how they move around in GTA 5 if they see a rock they crouch, move a little bit and lean to get a perfect position to engage its target. Also they stay behind their wounded taking cover while the wounded is using a pistol and the guy that is covering him is using a rifle or a shotgun. Players dont pay attention that much.

If too close they will taze you. ⭐⭐three cop cars will pull up to evacuate civilians and they will urge you to surrender and only engage in suppresive fire. ⭐⭐⭐police will show up with choppers. They will throw tear gas and will shoot the player if neccesary. They will also attempt to set up roadblocks to keep you from escaping. ⭐⭐⭐⭐Police are instructed to wound or kill you unless surrender. NOOSE is also called and they will arrive in armored trucks and annihilators like in GTA IV. They will use 9 bangers and tear gas and full auto weapons. They will also try to flank the player and overwhelm them. ⭐⭐⭐⭐⭐U.S. Marshalls will appear and be the only faction fighting you and police will surround the area keeping civilians at bay. NOOSE APCs will arrive and snipers will be on buildings. All units are instructed to kill you. They look similar to military and act similar to NOOSE but are 3x more aggressive and are far better trained. ⭐⭐⭐⭐⭐⭐The National Guard/Military are called. Soldiers, tanks, and attack helicopters will attack you until you are killed. Also not all units will use the same car. Some police or sheriffs will use police pick up trucks, SUVs, and even random cars with sirens as many local police, constables, etc. have there own personal vehicle. Maybe even in what part of the map, like in more rural or bad areas such as downtown LS, Vespucci beach, Blaine County, Paleto, Alderney, Dukes, and Las Venturas the police will be more likely to be more aggressive. But in Vinewood, Broker, Vice, San Feairro, Agonquin, Ludendorff, etc. Police are more friendly. There will also he cops with different hairstyles, personalities, some fit others overweight and more than 2 outfits. Everyone goes down like they're just wearing T-Shirts. The thing here is, both games put attention to detail in different parts. While GTA IV had better personal tactics and more attention to gear (Several weapons on an officer, crouching, sticking to better cover, sliding, rolling, more headgear) The GTA V NOOSE had better overall tactics. (Tear Gas, More angles to get you from, the rappeling and helicopter landing.) All in all, I'd say both of the forces combined would be a mess on one hand, but great in tactics on the other.

Nilda Manansala in IV it is very hard to get to 2 stars. They will try to arrest you. In gta V its enough that you drive for a city block and then stop and they are already shooting at you non stop and will not arrest
