On January 19th, 2024, at approximately 6:08 pm, I was on routine patrol traveling southbound on Interstate 95 (State Road 9) north of Palm Beach Lakes Blvd in lane number 2. While traveling southbound, I observed a black Hyundai Santa Fe (FL Tag: QUXX75) traveling in the inside lane (HOV Lane) following too closely to a vehicle in front of it. It also committed several improper lane changes in a reckless and wanton disregard for the safety of others, causing other vehicles to slam on their brakes in order to avoid a collision.
I positioned my fully marked Florida Highway Patrol vehicle (FHP 1440, a 2019 Dodge Charger) with my emergency equipment activated (Blue Lights and Sirens) to initiate a traffic stop. The black Hyundai then changed from lane number 3 to lane number 5 and continued to accelerate and get onto the southbound Okeechobee Blvd Exit Ramp. The driver later positively identified as Jacquan Davis passed numerous vehicles on the right shoulder and ran the red light, actively and willfully fleeing and eluding me. I alerted Lake Worth Regional Dispatching Center (LWRCC) and advised them that I was behind a vehicle failing to stop. We continued westbound on Okeechobee Blvd, and the vehicle was recklessly changing in and out of traffic lanes at a high rate of speed. The vehicle turned on S Chillingworth Dr and continued northbound, turning westbound onto Ware Dr, reaching speeds in excess of 65 mph.
The vehicle made a U-turn and started to travel southbound on Congress Ave. It went through the red light at Okeechobee Blvd, continuing to travel southbound, and made a U-turn to travel northbound. The driver turned onto Okeechobee Blvd and traveled eastbound for 2.43 miles, reaching speeds in excess of 90 MPH. Prior to reaching S Tamarind Ave, the vehicle made a U-turn, almost colliding with a gray sedan. The vehicle then drove westbound on Okeechobee Blvd and turned northbound onto Australian Ave. The vehicle made a U-turn at the intersection of Clearwater Place, running a red light. The vehicle continued to elude me throughout the city of West Palm Beach on miscellaneous streets.
As the vehicle traveled northbound onto Congress Ave for 2-3 miles, I attempted to end the pursuit by making intentional contact with the rear of the vehicle as it turned into a shopping plaza. I successfully disabled the suspect’s vehicle. I observed several black males exit the vehicle and flee on foot. I pursued the black male that I saw running from the driver's side of the vehicle. I advised LWRCC I was on foot pursuing a black male wearing a white shirt and light-colored shorts, appearing to be in his twenties and around 5’6”-5’8” in height. The suspect ran eastbound across Military Trail through a carwash. The male looked back at me several times as he was running, as I gave him verbal commands to stop. We then went northbound behind the Al Packer Ford Dealership into an apartment complex where I lost visual. I alerted LWRCC of my location and requested assistance from the Palm Beach County Sheriff's Office. I stood by at the location where I lost visual of the suspect so the K-9 unit could have a starting point to track. I was met by a PBSO deputy who told me that he would stand by for the K9 unit. The PBSO helicopter also arrived on the scene to help locate the suspect. PBSO K9 Deputy Tolbert #18338 began to track with his K9 and located the suspect hiding on the north side of the apartment complex. Deputy Tolbert’s K9 bit the suspect on his left thigh due to his resisting arrest without violence. The suspect was located without a shirt and without shoes. The suspect was transported by Palm Beach County Fire Rescue to St. Mary's Hospital to get treated for his injuries related to the dog bite.
Upon my arrival at the initial scene, I met with Trooper Tomas Antonio #1483 who conducted a search, revealing the following: Located in the driver's seat was a clear plastic baggy containing several purple capsules filled with purple powdery substances. They also located in the front cup holder a clear plastic baggy containing a purple powdery substance along with another clear plastic baggy containing several purple capsules. They also located in the front cup holder another clear plastic baggy containing several small white rocks. In the center console of the vehicle, a clear plastic baggy containing a purple powdery substance was found. Trooper Tomas also located 1 black sandal on the southbound travel lanes of Military Trail and 1 black sandal on the southbound sidewalk.
Trooper Thesee #1814 located a black firearm (Glock 35-.40 Caliber S/N BBNZ383) outside on the left side portion of the vehicle on the pavement. The firearm was loaded with a round in the chamber with an extended magazine loaded with 22-.40 Caliber rounds.
Mr. Davis was later brought to the FHP Lantana substation after getting medically cleared from the hospital. I read Mr. Davis his Miranda Rights, and he opted not to answer any questions.
