Well, story wise, you had some sort of uranium refiner or sumfin underground, surrounded by mountains, so that the only way of being able to bomb it was from the top at a very steep angle. And the reason why they fly so low is to avoid the radar of the aam that were posted all around the target that would immediately detect anything that tried to drop a bomb at that angle (You're either high but *very* slow to drop something on that steep of an angle, or you're really close, like in the movie) Now the reason why an F35 wouldn't be the better option imo is because even though it's more stealthy, it's not invisible, same with the F-22, and at the distance of operation, the aam would for sure see you with no issues. Also maneuverability of the F35 is lacking compared to the f18 (because it doesn't really need it for it's purpose). And lastly, to pull the low flying stuff, you'd rather have 2 people in the cockpit rather than 1, where one can focus on flying and not getting killed, and the other on hitting the target and managing countermeasures (flares, chaff) and if you put that on a single pilot, you're more likely to fail (Tho they did use f18s with a single pilot at some point in the movie iirc) But yeahhhhh, sorry for the long reply, this is just my opinion so ye
