WHEN CAN MY FRENCH BULLDOG PUPPY GO OUTSIDE OR IN THE GARDEN?

I can understand the risk management when it comes to socializing the dogs. I’m glad my frenchie was socialized hes soooo good with people and he loves to play with the other dogs and he’s not aggressive, but other dogs can be and I hope he doesn’t get beat up when I start taking him to the dog park. My moms yorkie wasn’t socialized and she does not like certain people mainly kids and she does not like any other dogs what’s so ever. My frenchie chases her around and she just barks and gets scared it’s hilarious

If your breeder doesn’t let the pups go till 11 weeks old what is the best way to get them socialized ? ( French Bull dog)

So french bullys, I'm having a hard time understanding what's wrong keeping the dog outside for longer than thirty minutes saying she could die. But they can never tell me why? Can I not leave her outside as long as the weather isn't too cold or too hot?
