Technically, yes but technically no, because you do eat/consume soup which gives your body energy to do certain stuff like heal or something, depending on the soup, on the other hand it's actually your body doing the healing and other stuff so the soup itself isn't a potion.

soup is a potion, it's a concoction of various consumables heated in a pot using a fire, and you stir it once in a while, and when you drink it, it gives you the buff "well fed", for a few hours, it's pretty powerful.

I don't know specifically about the Salem ones but most of the time when they were actually convicted of Witchcraft was because they did something trying to obtain magic powers according to satanic rite, so like, she was convinced of it because she boiled a baby's skeleton to make a potion (actual thing that happened btw) Most inquisitors didn't believe witchcraft gave you powers and ocasionally fined towns for false acussations because folk did believe it. It's a huge topic, a lot of propaganda because the Catholics hated Protestants and viceversa and most insane things you hear from the inquisition are English claims (they hated the Spaniards)

Fun fact: The area in which the Salem Witch Trials took place actually had an outbreak of something called "rye ergot." A type of blight that forms in the same plant they were using to make their bread, and it has drug effects. It can cause paranoia, hallucinations, and a weakened immune system. This same blight is used in the creation of modern LSD. Of course, the effects aren't identical because LSD is synthetic and is no longer the same as the things it is derived from. You can probably see some rough similarities in what they do though.

The funny thing is: Even in the super hard "hexenhammer" (witch hammer) there were clear instruction to not be fooled by "magicians" since they are just for show. No, they were searching for actual witches. And most of the cases the Inquisitor declares one for not guilty.

Unfortunately (mostly feminist) propaganda made it look like the trials were merely an excuse to kill people. Most accused would be forced to abjure, and that was it, while rarely, if the accused refused or was found multiple times with false beliefs, they'd be executed. And they made sure to only condemn heretics, and not falsely accused people
