When should you apply for EB-2 NIW before any policy changes?

Thank you for this quick video. Most of the Indians are stuck to unprecedented wait time on normal EB2 but is there going to be any benefits if an H4-EAD apply for the EB2-NIW per his/her past expertise in a niche area, specially if they have to wait for prolonged time for GC normal EB2-India, can they work independently without being dependent on H1b primary applicant etc?

They can't work independently but it still serves as a great strategic tool if they plan to go on H-1B at any time as both spouses can then serve as a backup for each other.

@ ok, so H1b will be based on a new lottery I am sure but not from excepted quota?
