On 11/11/2023, while patrolling the area of North W Street and Michigan Avenue southbound, I observed a grey Lincoln SUV bearing Florida tag (38DCLZ) traveling northbound on North W Street at 59 miles per hour in a posted 40-mile-per-hour zone. The vehicle was rapidly passing cars from lane to lane without signaling. I made a U-turn and began overtaking the suspect vehicle. Once overtaking the suspect vehicle, I activated my emergency lights as it was stuck in traffic. The suspect vehicle moved from the outside lane to the inside lane and I maneuvered my marked K9 Patrol vehicle behind the suspect vehicle. The suspect vehicle accelerated abruptly and made a right turn onto Van Pelt Street. The suspect vehicle made a right turn onto U.S. 29 and then a right turn onto Boone Street. The suspect vehicle made a loop around the apartment complex on Boone Street and reentered U.S. 29 traveling southbound. The suspect vehicle made a right turn traveling in a westerly direction on Michigan Avenue. The suspect vehicle then made a left turn onto Cary Memorial Drive, narrowly missing a pedestrian that just crossed Cary Memorial Drive. The suspect vehicle made a left turn eastbound on Yoakum Court. The suspect vehicle made a right turn back onto Michigan Avenue, then a left turn to travel southbound onto U.S. 29.
The suspect vehicle made a left turn onto Van Pelt Lane and continued traveling in a westerly direction. The suspect vehicle made a left turn to travel southbound on North W Street. The suspect vehicle entered the intersection of North W Street and Michigan Avenue. The suspect vehicle became airborne but continued traveling southbound on North W Street. The driver was driving with a clear, willful, wanton disregard for the motoring public. Speeds were in excess of 80 miles per hour. The suspect vehicle attempted to make a left turn onto Nabors Place. The driver lost control of the suspect vehicle, causing the suspect vehicle to leave the roadway and enter thick vegetation. I made a left turn onto Nabors Place as the driver was attempting to regain control of the suspect vehicle. As the suspect vehicle reentered Nabors Place, I conducted a Precision Immobilization Technique (PIT), maneuvering my right front push bumper onto the left rear fender of the suspect vehicle. The driver began attempting to counter steer in an effort to drive out of the PIT maneuver. I continued accelerating my patrol vehicle in an effort to not allow the driver to drive out of the PIT. We entered an empty parking lot, and I began decelerating due to buildings being in our path of travel. I observed the driver exit the driver seat and begin opening the front passenger door while I was decelerating. The suspect vehicle collided with a set of metal moveable gates and came to a complete stop. The driver exited the front passenger door and began fleeing in an easterly direction on foot. The suspect was a black male wearing a black shirt and red pants.
As the suspect fled across the parking lot, K9 Colt was released from his kennel via a remote on my department-issued vest. K9 Colt was given the command to apprehend the suspect. The suspect briefly ran out of my sight around a fence with K9 Colt in pursuit. K9 Colt and I regained sight of the suspect running north on Chimes Way. The suspect was approximately 20 yards ahead of K9 Colt. K9 Colt caught up to the suspect and engaged the suspect. K9 Colt missed the suspect, causing the suspect to turn and attempt to flee back towards me. K9 Colt engaged, making contact with the suspect's left lower leg. This caused the suspect to fall. K9 Colt held the apprehension during the fall and maintained it on the ground. While the suspect was on the ground, I lost sight of the suspect's left hand. For the safety of K9 Colt and myself, I delivered a closed fist strike to the right side of the suspect's head. The suspect was commanded to show his hands, to which he complied. Trooper Mundt arrived on the scene, and I turned custody over to him. An inventory search of the vehicle revealed a clear plastic bag, which field-tested positive for cocaine residue. A digital scale with white powder residue was located on the center console. Trooper Boothe advised me that he located a zipper-style pouch connected to a key ring on BRITT's person. Inside were 3 individual bags of white powder. All 3 weighed 2 grams combined. The white powder tested positive for cocaine. The cocaine was packaged for sale.
The suspect was identified by his Florida ID card (LEBARON DESHUN BRITT).
A FCIC/NCIC check on BRITT revealed that his driver's license is suspended. BRITT is being charged with Flee and Elude with high speed per F.S.S 316.1935, Driving While License Suspended F.S.S. 322.34, Resisting without Violence F.S.S. 843.02, and Possession of Cocaine with Intent to Distribute F.S.S. 893.13.
