One thing that people often forget is that the Super Bowl may be the US's biggest sport. GTA is one of the most cherished entities in the world. That being said if they were to do something like this, the Premiere League of FIFA is the plausible one.

the whole point of the Superbowl is to gain viewership/sales to your product. If they paid 8 million for a 30 second spot to a Superbowl that PEAKED at around 123 million viewers when combing ALL platforms...they'd be losing money. The GTA 6 trailer alone, only on the Rockstar main channel, has 230 million. GTA 6 is the bigger brand and bigger event. They dont need the superbowl or game awards.

It's already clear that the scope of the story will be smaller than GTA5, doesn't necessarily mean that it'll be shorter, just the fact that you won't be doing any major bank robberies or fighting the military.
