I did some research on these Vics because I'm throwing around some project ideas. Turns out they put in a factory Watts Link suspension in the rear from 1998 on. That must be one of the reasons they handle so well in later MY's. I once drove an old pre-98 CVPI which handled okay but had terrible brakes for some reason. It was hard with the LSD to break the rears loose but once it did the car was super tail happy. I spun it out the first time I tried to drift it around a corner. The rear on these newer ones stays located regardless of what part of the suspension travel it's in so they're probably a lot easier to control. They went to a rack and pinion steering in '03 too along with some other suspension goodies that improved handling even more.

its not the right radiator for the engine. its the rad from the vic, so its an inadequate cooling system to let "do its job"

In the strictest sense, the radiator is designed to reject XXX,000 BTU per hour of heat. The rad doesn't work at WOT for sustained periods, but if you cruised around the track at low throttle, 40mph, that will cool the engine down the fastest. 1HP is about 2545 BTU, the amount of BTU the radiator needs to reject is based on the HP of the engine and the thermal efficiency. Roughly speaking, 50-75% of the energy an engine produces is released as heat. For argument's sake, lets say the GT500 engine is 50% efficient. Let's say that he's putting out 700HP, that means he's losing 1.7mn BTU of energy to heat. Let's say that 50% of that energy is being absorbed by the cooling system. That means the rad would need to dissipate about 890k BTU per hour. If the stock Crown Vic rad is over-engineered for a 260HP engine that's 25% efficient, the stock rad would be good for about 550k BTU per hour, or about 440HP. As long as he's cruising below 440HP, the stock rad will work just fine to cool down the hot motor, much better than letting the engine heat soak with no coolant running through the engine and radiator.
