@@emilyd9102 I think it’s actually a really rare random encounter. I’ve played through the entire College of Winterhold questline dozens of times and I’ve never seen this guy. I’ve played Skyrim for 2 and a half years now and played it for about thousands of hours via dozens of game restarts and I’ve yet to see all of the random encounters. Some of which I’ve only encountered once or twice, and that includes the Headless Horseman!

Just saying u can also get 100% shout cooldown by equipping 5 amulets of talos u have to turn into vampire lord or werewolf while also talking to your follower letting u go into your inventory by trading with them from there u can equip all 5 amulets at the same time they will be in a stack for some reason it equips all of them then revert to human form never take off the amulets
