Cartels are stronger than any individual or small group can reasonably challenge, but they are not strong enough that they can ignore public insults which damages their reputation. Suffice to say, if you plan to beef with the cartel, make sure you have something to back it up. That or be so below the radar that an insult doesn’t even register to them.
