From what I have heard, the crystal tools development was happening alongside both final fantasy 13 and 13 versus but because both final fantasy required different things from the crystal tool engine and it was too much work on the team that worked on the engine. they put versus 13 on ice till they finished ff13 but when crystal tool engine was complete it was too hard to work with and it's tailored made for 13 which mean it couldn't be used for 13 versus. This made Nomura and his team wait till they finish luminous engine. But after Square saw Nomura ideas for 13 versus it kicked Nomura out of development of ff 13 versus. Because Nomura vision of the game is that noctis and his country men worship death, and they have a skull on their shirt or something. basically, either it goes against japanese culture or Chinese (maybe because of the Chinese market). Basically, Nomura vision was way out of the norm
