I want ask a question about ATC directs a higher-than-published GS intercept altitude? For example, ILS RWY 19L in TAMPA INTL(TPA), ATC give the clearance " maintain 3000' or 2500' until established LOC, clear ILS RWY 19L approach. Once we intercept GS at 3000' or 2500', could we say we arrive at FAF?
