If anybody here knows Tolkien, you would know this is talking about the Saxon culture, of which Tolkien was a scholar, particularly the Saxon culture within his home country of England. It is not contemporary, as Tolkien has passed. Any potential comparisons and similarities to the present cannot be attributed to Tolkien, only modern interpretations of something written in and about the past. Specifically, Tolkien was lamenting the passing of the Saxon milieu, which by his time had long since passed into history. More broadly, within Tolkien's lifetime, industrialization was sweeping away its last vestiges.
