i think the army started with warmantle as conscripts were "tested" they were put into different divisions based on how they tested kinda like what happened to Han he failed pilot training and went to the army , high testing individuals ended up in the TK trooper program ,lower marks ended up in the army , you see in bad batch that the clones were used as " stormtrooper" corps then slowing decommissioned as conscripts tested into the TK trooper program and ended up being trained by CCs

I think that the TK troopers started as the only military army, but eventually they were divided into Stormtrooper and Army/Navy trooper classes. I initially thought some version of a military was created under the Republic as a peacekeeping force, like an expansion of the Judicial Forces, however in Bad Batch, the Senate does state that no military made of average citizens had taken place yet and was forbidden by the Senate. Odd since the Elite Squad was formed by regular soldiers of the Republic, implying there was some version of a military force during the Clone Wars, which I guess we can assume means planetary defense forces.
