Brazil no doubt, their have a lot of mediocre players like Marquinhos, Paqueta, Danilo and Vinicius. Vinicius having 5 goals in 35 games for Brazil is just terrible. For comparison Neymar had 21 goals in his first 35 games. And at Vinicius's age(24) Neymar already had 46 goals for Brazil while Vinicius only has 5.

If I'm not mistaken, since 2002, Brazil are also the only team to have advanced out of the group stage every time. They've only struggled relative past performance; compared to other teams, the only nations that have done better at the world cup are Italy, Spain, Germany, France, and Argentina, i.e., the 5 winners since 2006.
