Considering Perturabo managed to rangle all the traitor Legions to actually form a cohesive siege against Terra itself is honestly an act which is a more telling example of leadership than Horus convincing his brothers to join his heresy boogaloo. A charismatic enough soul can convince close friends and brothers to go to many lengths, but to be able to bully rivalling daemon primarchs into following any strategic plan, much less one designed to counter Dorn himself shows a level of competence that is frankly legendary in 40K.

Excluding Guilliman, Sangy and Lion, the Khan would have been amazing as warmaster. His brothers underestimated him, which gave him a barbarian's look, but a strategists heart. Also his tactics were very ...tactical to say the least. Speed is an important quality in war and with him being fast as fuck boy, he could actually get a lot of wins simply due to the sheer speed and strength of the white scars. Plus, my boy had common sense.

I think that - for obvious gameplay reasons - there were two of each legion speciality (generally one Emo legion and one Prep legion), and one of each pair Fell. The two legions missing their pairs are the Iron Hands and the Thousand Sons - which suggests that one of the missing legions was the Emo cybernetics legion, and the other was the Prep psyker legion. Emo Cybernetics have got a pretty obvious cause for getting purged before The Heresy - they build an Abominable Intelligence. Prep Psykers don't have such an obvious cause - but if they were in fact a *Pariah* legion they might well have gotten purged largely by accident because nobody liked them...

I’m sure Angron as war master would have been one of the easiest to deal with. However, he couldn’t pick Angron because none of his other sons would have accepted it leading to rebellion among his sons. So, it’s that basically limits the emperor to Sanguinius, the lion, Giliman, and Horos. Out of those 4 Horos was probably the most expendable.

Personally, I don’t think the Lion would have been a great Warmaster. That’s not due to any lack of ability on his part, he’s undeniably one of the greatest generals and warriors among his brothers. If he was just leading a group of subordinate commanders, he would have kicked absolute ass. That wasn’t the case though. His brothers weren’t a bunch of lesser beings that he could just completely dominate into submitting to his will. They were peers, with incredibly powerful egos, complex motivations, and different ways of seeing the world. El’Jonson may have been a peerless soldier, but he was pretty terrible with people. A good example of how he probably would have been as Warmaster can be found in his spat with Russ. Leman wanted to personally kill the enemy leader. The Lion had a good opportunity to take him out, saw that doing so was the most efficient option, and did so. Russ got mad and they fought over it. Was the Lion’s move more logical and pragmatic for ending that campaign? Absolutely. But what’s more important, maximum efficiency in winning a battle, or gaining the long term goodwill of one of your top generals? The Lion’s inability to work well with people, to be able to sacrifice a bit of efficiency now and again for the sake of appeasing his brothers would have seen him fail as Warmaster, both during the Great Crusade and leading the forces of Chaos. His blunt, direct leadership style would have pissed off the other Primarchs, and probably would have resulted in many of them not precisely following or even outright ignoring his orders. While Horus told Mortation stuff like “I need you to hunt down Jagathai, I can trust only you with this great task, I need you at my side when we reach Terra, I can’t do this without you, etc etc” the Lion would probably just say “these are my orders, fucking do it.” There’s no way he’d be able to keep the traitors cohesive enough to take Terra. Horus had to struggle doing so, and he was admired and liked way more. The Lionel Heresy would probably see the traitors fracture very quickly, forcing the Lion to squander time tracking down his brothers and trying to beat them into submission. Heck, a bunch of the traitors would likely never have fallen if the Lion was the one leading. He isn’t socially adept enough to have capitalized on Perturabo’s mental state after he razed Olympia. If Fulgrim had been faced with the prospect of a traitor Lion instead of traitor Horus, Fulgrim would likely have just blown him out of the void. TLDR: the Lion is a great Warmaster from a purely military perspective. However, his domineering leadership style and lack of people skills would likely have led to frequent insubordination from the other Primarchs, resulting in a poor performance during both the Great Crusade and Heresy.

One thing I was thinking about is if Ferrus fell to Chaos. If Ferrus fell to Chaos, his gifts with machines combined with Lorgar’s knowledge of the Warp and Daemons would have led to the two creating some monstrous engines of war. If they could work together and had sufficient resources, they could produce a hell forge like no other. Of course, whether that time spent making Daemon engines would be better used to lead their forces against the loyalist is another matter but something I like to think about.

Lorgar should have been. Everyone disliked him, so electing him means no one turns treacher with him, and the 17 loyal legions v. his 1 legion with shit tactical strategy (as Lorgar wasn’t explicitly said to be a great general) would have been an easy stomp. Magnus would be less likely to turn that way, as he’d have seen the future like he saw with Horus, and likely been able to see cutting the losses of Lorgar falling is much better than Horus falling, which leads to no damaged webway, and the emperor+ custodes could easily aid in overcoming arch traitor Lorgar.

An interesting fact to consider is that in any alternate heresy where the Primarchs switched loyalties, there is always a non-zero chance that Magnus being loyal would result in the Webway project succeeding, or at least the Emperor having far more freedom to act in the Heresy due to Magnus sitting on the Golden Throne, resulting in Malcador surviving and a more effective defense of Sol due to the TS not doing Warp magic to circumvent the defenses like in Canon. Additionally, the impact that a fully-committed, fully-loyal Alpha Legion would be able to wreck havoc with the Traitors while legions like the Word Bearers would be really useful for propaganda, their charisma and religiosity being used to keep up morale and resist Chaos, even to a small degree.

Sanguinious Guilliman and The Lion are hands down the three most effective Primarchs to have when it comes to conquest and empire building. Sanguinious would be the one leading awe inspiring leader and the Lion the advisor for conquest and war stratagem and Guilliman for infrastructure and effective resource distribution. All three together would've made the imperium take a huge detour from what it is now.

I think you'd also want to add either Perturabo or even Dorn for their abilities in fortification building and siegecraft as a lot of conquest and empire building would include breaking down fortresses and rebuilding them.

Horus was the best warmaster and meant to be one. He was a good brother to all primarchs before fall. No fortress or defences was impossible for him to conquer. None could rival him on that title. Plus before the fall, he was the most devoted to bring the galaxy into his father rule so that humanity can have a great future. All other primarchs would've sucked, sangy was softy, lion was grumpy, dorn was a wall, none suited for that title lmao

Lion El Johnson was mentioned in fluff as the greatest tactician if I remember correct, and Sanguinius was considered the "greatest" of them so it would have been between the two. I think Biggie Emps chose Horus because he probably, of all the Primarchs, having found Horus as a child, was like a son to the Emperor.

Saying Sanguinius was not a great tactician doesn't really reflect the lore. He was at least as skilled (if not more skilled) than Horus, able to match him both in acumen and force of will. The difference is in humility. Sanguinius would hear all ideas and choose the best one, even if it wasn't his, and then celebrate the person who had the right strategy. Horus might choose a better idea than his once in a blue moon, but he would resent, hate, and ultimately backstab anyone who one-upped him. Sanguinius may have some internal conflict, but no-one could ever call him indecisive. It's actually a core part of the legion biography - particularly in the black books from FW - that the BA committed all the way once a course of action was decided on, pursuing it relentlessly. Their rite of war - Day of Revelation - was built upon this idea. You either surrender now, completely, or we annihilate you. If you are going to take the Warmaster route and have him fall (ignoring that even Lorgar thought it'd be impossible), then you have to reckon with a chaos-juiced foresight ability as well. Considering Chaos was working against his foresight and it was still very potent, imagine how effective it could be on a galactic scale if it were juiced up. I know you've got your Lion bias, so I won't dunk on it. I have my favorite as well (clearly).

people tend to underestimate horus, he was the only primarch who could gather the others to his cause , he had the most charisma also he was a brilliant strategist and warrior maybe even the best, also one the most human one, it is just chaos true to its name ruins everything and can not be controlled and that is why he lost , I hate it when people look down on his achievements and victories,

Probably Sanguinius or Lion. Guilliman is an lead administrator, Dorn is a lead builder, and Jaghatai wants to be left alone and told what to do on a very ambiguous level.

There are 3 Primarchs who come to mind in a contest against Horus. Sanguinious, Leman Russ, and Lion El’johnson. Others may stand a good chance but no definitive result. Keep in mind, Russ beat him at the peak of his power.
