Bucky was a captured, tortured, and experimented on P.O.W. He was frozen for large chunks of his life. He is forever haunted by the deaths he was forced to do, we now know this because he answered Tony by saying he remembers them all. Tony wasn't going to just beat him up and then bring him in to be arrested. He was going to literally kill Bucky. Was Steve supposed to just stand there and let it happen? Think about that. Tony was in a blind rage. Steve kept trying to reason with him not to try and do that until Tony left him no choice but to actually defend Bucky against him. I don't understand how you see that as Steve being a traitor. And like everyone said, Steve knew the Starks were assassinated by Hydra, but he didn't know until that video that Bucky was the one to do it. And also, like everyone has already said....Steve not signing made sense because we just watched a whole movie about him, Natasha and Sam finding out that the special government adjacent force S.H.I.E.L.D was highhacked by Hydra. Hydra is everywhere in different countries, and not all of their secrets were revealed during Natasha's post of Hydra secrets....Strucker with the twins in Sokovia are proof of that. Maria Hill went digging and found the footage of them. So that means Hydra could have had their people in high places within the members of the UN representatives. Why would he risk being under their control too? What if where you lived there was a bigger threat to your lives than what the local police or military S.W.A.T. team can handle, so you need the Avengers. However, the U.N. doesn't think your town isn't in enough important danger to send them? They want to come help save the day, but under the Accords they swore not to violate, they can't. In that circumstance, do you care about some Accords bill?

Truly it was the most bizarre CW reaction I've seen. Even _after_ Bucky was cleared they were still all over Cap. But this whole thing was about the idiotic Accords, and they seemed to forget all about it entirely. As for the Captain, he is quite right. It wasn't Bucky who carried out the assassination of Black Panther's father, he was framed by Zemo. And even when it comes to his terrorist activities as Winter Soldier, he wasn't himself, he was brainwashed by Hydra. In fact, Bucky is the biggest victim of all this - a good man turned into a mindless killing machine in the service of a terrorist organization. In addition, Bucky is the Captain's best friend from childhood and of course he does not want to let an innocent man be killed or go to prison. Especially since he finds out that Bucky wasn't the only soldier and that the others could be used for terrible things. Besides, the Captain, seeing how the Shield has basically been taken over by Hydra and the Hydra people have been hiding as Shield agents for years, does not trust international or governmental organizations or any other. He notices that there are also people there who have their own goals and these goals change. And states that the safest hands are still theirs. On the other hand, Tony also has his reasons and that's why this movie is so good! We can sympathize and understand both sides because both have their arguments.

Bingo. And not to mention that SHIELD playing around with the tesseract caused the NY alien invasion and The Avengers had to clean up the government’s mess. Plus Hydra growing under SHIELD’s nose, “Agents Of SHIELD” abc series showing that members of the SHIELD council oversight committee being Hydra as well, and the government literally launching a nuke at NY, and these people are the ones that are supposed to oversee The Avengers? Cap was right. Governments and spy agencies can’t be trusted with the big fights.

Interesting point They were both understandably emotionally compromise. I'm leaning on Team Iron Man. The accords should've been fleshed out and negotiated on more Tony was so blinded by guilt, then grief then anger to see past it. I was baffled by how Steve was brushing off collateral damage and civilian casualty the whole movie. And how everyone was babying Wanda like she had no hand in creating Ultron as he was. The way they got her strapped up is BS though another aspect of the accords that should've been discussed as well. The bucky situation is a little complicated logically, it's not his fault, he was a victim as much as Howard and Maria were. watching your parents get murdered and having to fight alongside the man who did is a new level of wtf!? Howard he was political/military assassination. Watching your mom get choked though? I wouldn't care if you were brainwashed I'll deal with the people who ordered it later. In The First Avenger, the loyalty between Steve and Bucky was strong before the super soldier serum, when Steve had lost everything he still had Bucky. Bucky would not follow Captain America, instead he would only follow Steve. In Winter Soldier, Steve and Natasha were told that it was Hydra that killed Tony's parents, nothing more, but he kept that information to himself, when he finally came upon his old friend, he desperately wanted that friendship back. He had no idea that it was Bucky that killed them. The dynamic between Steve and Tony is Morals vs Ethics, they tend to work together but may clash somewhere along the line.

Ultimately the events of Infinity War and Endgame prove that Rogers, not Stark, was in the right. The Accords divided the Avengers, which ultimately led to Thanos' victory. But under Rogers' united leadership, it was undone.

Tony was right to feel that they should accept more responsibility & even answer for some of the deaths they may have inadvertently caused while saving others. The WRONG reason was when he was “triggered” to go that route by losing Pepper & Charlie Spencer’s mother’s guilt trip. That simply CAN NOT EVER cause you to reevaluate saving the planet - your girl being mad at you or an individual being extremely sad b/c of a single loss (tho the single loss was important to them). Cap was right to feel that they should not surrender to government agencies with agendas. They (the UN) could fake a terrorist attack from a middle Eastern country and now, the Avengers are helping the U.S. steal oil from innocent people for the next century (or something like that). The WRONG reason was when Cap was #TeamSaveBuckyAtAllCosts Cap was just not going to allow Bucky to face consequences. He put every single other Avenger in sincere jeopardy (including his legitimate “friends” in Tony, Falcon & Widow). It’s fine if Bucky’s your CLOSEST but he was in position to potentially let some of his friends DIE to save Bucky. . .& when we found out he actually knew of Tony’s parent’s fate - that sealed it.
