We didn't see mxy get his powers stolen till middle of 2000s when he got retconned several times and the book was emperor joker. And in that book with half of mxy power he was able to take down doomsday darkside anti life equation quissentence spectre and phantom stranger. Everyone of those guys are super mega strong and joker made them into his playthings with part of mxy. Then came 2015 another retconned to mxy making him weaker again then injustice another thing to make him look weak. My point no matter the history most likely mxy takes it. I know marvel guy about to flood the comments but here me out I like beyonder and all but in his very first outting you see someone can steal his powers, which has happened several times already. And remember beyonders race they were also supposed to be all powerful see how they got done dirty by doom as well. Beyonder always losing to doom where mxy loses but to several other characters not the same guy over and over.

Let me add Hal Jordan and the Green Lanterns' rogue gallery. There's Sinestro and his entire yellow lantern corps, Atrocitus and the Reds, Star Sapphire and co, Larfleeze, Black Hand and his undead army, Krona (who brutalized Galactus and turned him into his base of operations during the DC-Marvel crossover), Volthoom, mfing Nekron, Parallax, and the Antimonitor. Lots more- the Manhunters, the Controllers, Hector Hammond, Mongul and Cyborg-Superman (they destroyed Coast City), Superboy-Prime (when he was a yellow lantern, together with Cyborg-Superman and Antimonitor), etc.

Wolverine's Rogues Gallery, in my opinion, is the most underrated and the most dangerous. Okay, not really, I mean they're not world ending threats because let's be honest, the most dangerous rogues galleries belong to superhero teams, not individual heroes unless they are like Superman levels of powerful. Back to the point, at least for individual heroes who are down to earth, Wolverine is probably it considering who he is, you can probably imagine how dangerous his villains are compared to others.

Poison Ivy, Mr. Bloom, and Ra's Al Gul can easily level the whole world down. They are so powerful that they can end the world. This whole thing is a good argument for why being more powerful doesn't make something inherently more interesting. You can throw in obscure cosmic and reality level threats, things that can threaten whole solar systems or all of existence without much effort, but that's so far removed from something relatable that it's harder for the average reader to comprehend on an emotional level. There's just something more fun about a guy with a superiority complex leaving dopey riddles around, and something more tense about a rich psycho with pumpkin bombs finding out who your family is.

I would think of: -Green Lantern's rogues -Thor's rogues (Loki, Mangog, Surtur, Hela, Gorr the God Butcher etc). -Superman's rogues (Darkseid, Mongul, Brainiac, Doomsday etc). -The F4's rogues (Galactus, Dr. Doom, Super-Skrull etc). -The Flash's rogues (all the evil speedsters, Gorilla Grodd and the Rogues). For Flash, it's Captain Cold, Killer frost, Gorilla Grodd, Godspeed, the thinker, and Reverse Flash. For Superman, It's Lex Luthor, Cyborg Superman, Livewire, parasite, Brainiac, Bizarro, Mxyspztlic, Intergang, Metallo, Manchester Black and the elite, Toyman, General Zod, Atomic Skull, Darkseid, and Doomsday. For the X-Men, it's the Hellfire Club, Madelyne Pryor, the swordbearers of arakko, the children of the vault, the sentinels, the purifiers, the reavers, Bastion, Nimrod, Mojo, Shadow King, Magneto and the brotherhood of Mutants, the brood, Mr. Sinister and Apocalypse. Any villain can be over powering if the right story is told so it is just a personal choice for the fan. As long as great stories continue in both companies I say who cares keep telling great stories

Green Lantern Corps. Intergalactic officers, so every single threat in all of DC is their enemy, plus all the other Lantern colors (who mostly seem to just fight Green Lanterns). DC threats in general are more god level, whereas Marvel is generally more grounded. Sure, there are a lot of Omega Level mutants, but how many worlds are they actually destroying, and how often do we see them going from planet to planet to destroy?
